North Dakota: Proposed changes to RUG system and Section S

The Update
North Dakota has proposed changes to the RUGIII calculation used for Medicaid purposes. If implemented, these changes are to be implemented in July 2008. The proposed changes are:
1. The state will allow a classification of extensive services if the IV Fluid (K5a) is provided by the nursing facility.
2. The state will create a classification of Clinically Complex if the IV fluids were provided outside the facility.
3. The state will allow case mix maximization in the event items and conditions exist that create a classification higher than the clinically complex category.
The proposed changes are similar to how IV medications and Oxygen Therapy are used in the current State Section S and therefore, it is anticipated that this change may also require changes to Section S as well as modifications to the RUGIII calculator.
What Momentum is Doing
Change request (CHR00006714) has been created to document the proposed changes. This request will be updated once finalized requirements have been received.
