MDS 3.0 Update – CMS Open Door Forum

The Update
CMS held an Open Door Forum on October 25, 2007 to discuss the status of the MDS 3.0 project. The data derived from the project is still under analysis and the MDS 3.0 tool is not finalized at this time. The MDS 3.0 tool is not expected to be finalized until after CMS completes its review of the project’s findings. It is anticipated that the finalized tool should be available in March 2008. Final implementation of the new tool is slated for October 2009. A timeline of 2 years has been earmarked for phase-in of the MDS 3.0.
The full MDS 3.0 implementation timeline will be available from CMS starting in December 2007. Special Open Door Forums with MDS 3.0 updates will begin in January 2008. Information about CMS Open Door Forums can be accessed from the following website: http://www.cms.hhs.gov/OpenDoorForums/
Anticipated MDS 3.0 changes include:
- Increase in face to face resident interview requirements designed to enhance assessment of mood, pain and resident preferences.
- Changes to coding of pressure ulcers to better capture healing and more accurately portray the facility’s quality measures.
- Use of standardized tools for the assessment of the important areas of depression, pain and delirium.
- Consistency of look-back periods.
- Increased emphasis on return-to-community items to support CMS’ initiatives for “money follows the person” and HCBS waivers.
- Changes to the RUGs will likely include an update to the CMI and possible changes associated with the STRIVE project findings.
Expected MDS 3.0 changes will NOT include:
- Switching from current ICD-9 to ICD-10
What Momentum is Doing
Once the technical requirements for MDS3.0 are published, a change request will be initiated to update the MDS to support the new standard. Momentum Healthware shall also post additional regulatory updates as more information becomes available about the MDS 3.0 tool and timeline.
