Revision to Section S Requirements
April 2008

The Update
The State of New York has provided advance notice that changes to Section S of the MDS 2.0 are forthcoming. There are 3 additional pieces of information that the state would like to include:
  1. identify residents eligible for specialty unit/facility Medicaid rate reimbursement
  2. identify residents eligible for enhanced Medicaid rate reimbursement add-ons for specific conditions, and
  3. identify the primary payor.
The State requires that this information be available from the MDS assessment effective October 1, 2008 for Medicaid reimbursements purposes beginning in 2009. A new case mix reimbursement system for residential health care facilities is to be implemented in 2009 as well, at which time Medicaid rates will be subject to case mix adjustments through application of the relative resource utilization groups system of patient classification (RUG-III). The reimbursement system will utilize the MDS 2.0 or subsequent revisions as approved by the CMS, as well as the 53 Group RUG-III Classification System model version 5.20. Further information will be provided by the State Health Department regarding the transition to the MDS for Medicaid reimbursement purposes in a Dear Administrator Letter which is planned for release in October 2008.

Nursing Homes MAY begin to submit the altered Section S on or after August 1, 2008, and MUST submit the revised Section S for all assessments with item A3 (Assessment Reference Date) on or after October 1, 2008. Once the receiving software is reprogrammed, a non-fatal warning notice will be issued on the final validation report for all assessments which do not include the additional items. For those nursing homes utilizing the CMS Resident Assessment Validation and Entry (RAVEN) software, the revised program will be posted on the NYS MDS Submission site when it becomes available.

What Momentum is doing
Change request CHR00008131 has been documented for this issue by Momentum Healthware and will be included in version 6.7 of MDS 2.0. While the timeline for release has not yet been determined, it will be prior to October 2008.
